Workers protest in New York June 19 against plans being discussed by U.S. and Mexican governments to restart a large-scale "guest worker" program, similar to the "bracero" plan that existed from 1942 to 1964, that will benefit agribusiness interests at the expense of workers on both sides of the border. The protest was initiated by the Tepeyac Association of New York. Under the bracero program, workers were brought into the country on a temporary basis with low pay, long hours, poor working conditions, no right to change jobs, and no union rights.
